The dev is also giving away the premine as bonus blocks, below is taken from the devs page at cryptcointalk ORB will be given to Miners as transaction fee's,, at a rate of 2000 ORB per day, unlike lucky blocks from other currencies their won't be a way for people to judge the timing.
