Title: Who is the Best, inexpensive ICO landing page Developer?

I'm looking to hire a web development team to build our token sale website.

I'm looking for something with the following items built-in

Token Sale Progress Bar
Countdown Time
Automatic discounts
Whitelist Registration
Road-map
Smart Contract

You really should not use the words "best" and "inexpensive" in one question. For the quality will have to pay. Or, at least, agree to a "good" or even "not bad" one.

To begin with, look at the landing pages of many blockchain projects, select the most attractive ones, open their "Team" section and find out who their designers and developers are. Look at their social profiles/websites, find out work experience, contacts. Write them.
