Paypal can block account for bitcoin operations. Most require sending your fiat to a bank account, and most are really slow at doing so. I think dealing with another individual is best and fastest, as long as you cover yourself for fraud.

Personally I would put funds into BTC and then trade the BTC through local means. Sure you will be subject to fluctuation in prices, but on the upside you wouldn't be subject to PayPal/exchange costs, and you could probably charge a premium for the convenience of the buyer.
