India does not come across as that corrupt, but on second thoughts It has a lot of poverty so I can see payoffs being the norm from simple traffic violations to major crimes.

Seriously? Indian is famous for its level of corruption.

When dealing with "government" like india one, speaking about "legal" or not no more make a lot of sense...
