Why Wallet transactions cannot be tracked?
What wallet are you pertaining to? Wallet transactions can be mostly track out if you do mean about wallet apps in the market if not then its an unusual thing to happen. Please do clarify on what wallet you are talking to. When we do talk about literal transactions then it do always show out on the entire network publicly when we you try to look at on the history, unless if you do talk about privacy tokens then not showing up is just a normal thing.

Why Wallet transactions cannot be tracked?

If you transfer the fund from one wallet to another wallet you can check the transaction has been made to which address and transaction ID also you check it but you cannot able to find who is the person transferred this fund to out. Since it is anonymous.
Then I see the most of wallets changes to dynamic public address options now so you will get the new address every time whenever you are making the transactions out to others.

If you have the TXID or address of the person you want to see his transaction.

You can check and track the transactions through reading where the person sent the balance. But if you are looking information of the transactor, that's impossible to have in crypto transactions. That's on how crypto's are created.

Because it is very privacy, not just anyone to see a wallet only transactions that have a password that can open it and wallet has a very tight security with the password.

You can actually track transactions with the use of blockchain. And you can also refund if you know the person whom you send money to. But I haven't heard anything that you can cancel the transactions you do so you have to be careful.

Why Wallet transactions cannot be tracked?
Please clarify your wallet. Because it is not. Trace can be tracked. Or do you mean directly to the address of residence?

On the fact in the register there is data about the wallet that was tossed tokens and coins to another wallet. But to influence this is not worthwhile, because this transaction will be displayed by all users and it is impossible to forge it.

Why Wallet transactions cannot be tracked?

Dont now what you are referring to. Almost all cryptocurrency transactions  can be tracked very easily barring the privacy coins. If you have the transaction id of and transfer that has taken place on the blockchain you can find out almost all information on the sending and receiving address, amounts date of transfers and so on.

There are way to hide your transactions though for instance using a combination of shapeshit/ monero/ mixers and so on.

You need to clarify your question in more detail to get a  more specific response to whatever problem you are having
