Seems legit to me, though the exchange has rather low volume compared to most other exchanges, and the most popular pair on the site seems to be BTC/BTS. Here's (https://bitcointalk.org/index.php?topic=1196003.0) a thread from 2015 with a couple articles about them, including one from Forbes. Their ANN thread can be found here (https://bitcointalk.org/index.php?topic=1390255.0).

I've used them for some random shitcoins once and it did work as advertised but the exchange has no volume and the site is slow as hell.

As with any exchange (especially the smaller ones), deposit funds, do whatever trade you intend to do, and withdraw immediately.

It is not a scam and it is not decentralized fully. It runs on top of bitshares network which means that when you create an account you can use it with other providers on blockcshares such as rudex and cryptobridge. How they work is that you deposit money to their exchange and then they will issue their own version of token on bitshares network so you trade that token for other tokens to trade crypto. Every token is or at least should be becaked up by 1:1 ratio of the real crypto. I have traded few cryptos with bitshares network via either openledger or cryptobridge (tho they use same network just you can view different tokens on each and deposits on one mean you trust that rpovider). So it acts as a gateway or central authority on bitshares. They could have some problems here and there as I had problems with my withdrawls once but simply ticket got my problem solved within cuple of days.

This is their main website: https://openledger.info/ where you can check information
or yet go to their bitcointalk theard : https://bitcointalk.org/index.php?topic=1390255.0

Openledger.io and Openledger.info are complete scams. And their CEOs, Ronny Boesing, Ekaterina Samedova and Nikolai Grebenkine are well-known scam artists. All of their projects (Openledger, GenEos, NextGen, AetSoft, AppTrade, eDev, GetGame, Ocash etc.) - all are pure scams. You may learn more from this thread:

If you have proofs to show then make a scam accusation to this site you can post it here https://bitcointalk.org/index.php?board=83.0

And make sure you follow this format
Code:

Great to see that you have shared the format for this person to complain the scam activity to this forum.

I think this op already holded more than 10+ red tag under his profile if complain him or the scam done by the team also I do not know  whether  there is a use or not.
Scam attempt all need to be pissed off. If possible all report to the moderator if you find the scam here.

Turns out it did some shady activity. Well there is an issue with them as it is not 100% decentralized. Many of bitshares gateways state on their website that they are decentralized but in fact their are not. Bitshares exchange might be decentralized with its own blockchain BUT we can't deny the fact that gateways are still centralized points. This is the reason why the TRUST is needed as these are centralized entities. We need to wait more to get some real DEX with good liquidity. At least good that you shared.

@bL4nkcode thanks for this link it really goes in detail with instigation around it.
