So you have BTC and want to sell for USD? You will need to send them to an exchange that supports your country/bank, sell them for USD and withdrawal.

Or find a local buyer at Localbitcoins.com and do the trade. It's pretty easy once you find the easiest cashout method.

This can be another option for you but I recommend what TryNinja suggested.

Create virwox account and sell your bitcoins there and convert it to your PayPal funds. When it's on your PayPal you can find a way to transfer it to your Azerbaijani bank account.

Here's how to do it: Sell Bitcoins with VirWox | Convert BTC to USD (https://madeforbitcoin.com/sell-bitcoins-with-virwox-convert-btc-to-usd/) but the fee is quite high.

You can also look for someone on Currency Exchange (https://bitcointalk.org/index.php?board=53.0) that can do the trade for you.

Any exchange recommend ?

Bitstamp operates in USD and accepts customers from Azerbaijan. The problem is if their bank won't deal with your bank. Maybe join them and ask? Even if you have a USD account, international transfers might be a problem.

Kraken.com, but they're mainly EUR, not USD. Coinbase/GDAX won't let you in. Nor will Gemini. Maybe Bitfinex? But I don't know what their USD situation is. I would start with Bitstamp.

For small amounts, I wouldn't bother signing up and getting verified for a major exchange. My suggestion would be to sign up for an account at localbitcoins, and just sell your coins there to a trusted seller with lots of feedback. That's the most convenient and hassle free option.

For bigger amounts, perhaps look into Bitstamp/Kraken. You'll get better rates, but verification process is a hassle.

BTW do you want USD, or the local currency of Azerbaijan? I'm not sure what you mean by Azerbaijani USD.

I don't think that Bitfinex really works with USD anymore? They only work through Tether, which I would personally never touch.

It's back to real USD these days, but they do Tether too.

What is more of a grind is that I believe their $10,000 minimum deposit is back for new users. They dropped to $1000 for a bit but now it's up again.

There is no way you don't have an exchanger in your country because it's developed more than some neighbour countries which already have exchangers.
You can always use localbitcoins when looking for local exchanges.
Edit:
Just searched and found this, so I think you get what you are looking for: https://cointelegraph.com/news/azerbaijan-bitcoin-btc-az/amp

There are literally no offers on Localbitcoins in Azerbaijan. And he said he has a USD account. Maybe he wants to receive USD directly. Maybe he'll get a mediocre exchange rate if he sells for local currency and converts. I presume he asked what he did for a reason.

Haven't you conducted some research on what Azerbaijan banks that can be linked to PayPal?

AFAIK there are USD bank accounts on each country including yours, you just have to ask the bank staff about it.

Weird. If you search Azerbaijan, nothing shows up. If you search Baku then there is someone, albeit seemingly with one bit of feedback.

I'd still choose an exchange over cash dealing myself but I prefer a peaceful life.

You can't expect good offers from Georgia or in Georgia through localbitcoins, this country is just a neighbour of his country. I already posted link of article from cointelegraph about exchanger in his country. Hope op will write if he is able to use that service.
If he has bitcoins, another way is to contact someone here and exchange via skrill/paypal... Or someone will directly transfer fiat. OP don't you have bitcoin ATM's also?
