I haven't mined decred specifically so I don't know the pools and exchanges and it sounds like klwolf2000 does, so probably he should be your first choice but if you are unable to get the thing working I am sure I can help.
BTW, it looks like 1 DCR is worth $85 dollars so dude is asking more than you offered.
