For your other question I think the answer to your question is the Merit source and they do exist but they will give Merit for all users not just focusing on some ranks . However you might find some threads that will ask you to post some of your posts that you think is deserving to get Merit and didn't get any . Title: Re: How much Merit? Hope you have gone through the thread of theymos about the meriting. He clearly states there merits source will be checked after some months and then there you can see how much merits for each rank ups too. So still maximum merits for the any rank does not announced anywhere. Then try to make quality post and help other with it then you can go to learn how much is the maximum merits as a source.
