One or more of these:

1) They start now at 0% to build up loyalty, but further on charge a fee.
2) They earn from the transaction fees and donations.
3) The pool operator is also a miner, and pooling with others reduces his variance vs solo mining
4) They scam.
5) For fun,enthusiasm, etc...

I'm not a pool operator, so there are perhaps other reasons

You know some people do donate. I have no problems making my donation higher for those pools that have no fees.

What ticks me off to no end are those assphats that come on the pool with very large hash rates,  and rape the shit out of the coin and do not donate.

First they set 0% fees then after sometime they charge 1-2 % fess and finally they scam the shit out of customers , close the pool and run away.

Thanks for all the replies. I am new to mining. Just wondering whether the pool owners may actually steal the hash rates from miners when pretend to have 0% fee.

I have set 0% to www.coinmine.pw because:

1) it's just open and need to attract some loyalty members.
2) Pool works on my own big server with another big projects so I don't have additional expenses.
3) I mine myself and it's better to have some additional Hashpower to find blocks.

4) I have mined before on another pools created by not professional and now I want to create perfect pool by myself for myself.
    It's created from nothing (including server parts) for my needs and may be it will the best pool in a world!! (ha-ha-haaaaa).
5) It's in an active development phase and it's possible some small issues what can be fixed during several seconds. I don't want
     peoples to pay something for not finished (and perfect) product. :)

You know what, Stan, if you want me to wear 37 pieces of flair, like your pretty boy over there, Brian, why don't you just make the minimum 37 pieces of flair?

(If you want people to pay the pool, set the fee above 0. Being pissed at people because they're contributing to a pool and not "donating" is BS. That you think someone putting a big hash rate into a pool is a bad thing suggests that you don't know how this stuff works.)
