You can't create account by yourself because create account can only person which already have acccount.

If you are talking about premium usernames, then one can do that on [Scatter + https://www.myeoskit.com]. And using Scatter requires your private key. So I guess first the person will send you 1 EOS to get a name and then you'll ask them their private keys, right? Seriously looks pretty legit...
