This will require more gas. It is recommended that if you are planning to send a large amount , send a small amount at first to see if everything goes out properly.

Yes, it is. When you send tokens from your wallet you have to pay the gas. Gas is paid with ETH that is taken from your balance, if you don't have enough ETH to send a transaction, it will not be executed.
