These sort of news are often taken as a good news for the investors or both crypto and coinbase investors. It means that the market is growing. An expansion in the market means that there will be more and better unique projects to be invested in, in order to generate more money out of it.

Doesn't neceseesirly mean that the market is growing- it just says that this specific company-coinbase, is growing.
The  only indication to check if the market is growing, is the market cap, nothing else, because it means that the demand and the buzz about bitcoin and other cryptocurrencies is just going up.

The fact that coinbase is going to open a new office just tells that they are probably successful and are positive company, which may lead to an increase in the trading volume, but I can't see it anything related to the state of the market which is pretty much in trouble at the moment.
