Blockchain is not the right element here but p2p should be considered to create a messenger to maintain anonymous and unrestricted environment from government or any regulatory bodies to control the application. If any one is interested to develop this application let me know its an interesting project and I would like to do. They did a P2P messenger similar to what you propose - it was quite popular in the crypto community some years ago, but I think no longer really is.

What value does it add to a messenger? What would you want to record on the blockchain? Sounds like you are looking more for something related to cryptography, but not a blockchain.
