Hello and welcome to Bitcointalk! There are some sites/threads I think you should consider checking out: the newbie readme (https://bitcointalk.org/index.php?topic=177133.0) and also this Bitcoin guide (http://free-btc.cu.cc/#!/whats_btc) in case you don't know the basics of BTC.

Welcome!

So without spending the next 30 hours trying to track down how many posts one has to do before being allowed to post anywhere else other than the "newbie" section, how many posts are required? Not new to btc or ltc, just this forum. Thanks in advance.

Weclome compmaster :)

Indeed, there are no newbie restrictions now, and you can post in any section as you like.
New users can now immediately start posting unless they are using suspicious IPs.
