When did "today" start for them, and when does it end?

Yeah... it must have started hours ago, otherwise they would have had to say "tomorrow" in their statement...

But the question is, when exactly did it start, so we can figure out when it ends.

No, the testing ended and withdrawals began and are continuing. You misinterpreted their statement.
