EDIT: uphold is also a good service though they dont use a physical card. Providers that are currently working AFAIK are just spectrocoin and cryptopay.

If you deposit to Skrill via BTC you can only spend it at online shops / gambling sites, but never withdraw it via card because its against laws. I just helped out a guy with similiar situation, he can vouch that it works.
