They want the bank to see crypto currency as an tool to develop their economy instead of the government prohibiting the usage of bitcoin. If the crypto currency is properly used the government will eventually accept it.

This just shows a silver lining behind every cloud for bitcoins too. Even in a dip, this coin is still getting acknowledgement and transactions from all over the world.
