Will they resume withdrawls or not? Will they stall or will they allow? Will this cause BTC to go sky high?

Gox will allow withdrawals, but they'll be Goxish about it... so service will be spotty and support tickets made in English will take a month to close. BTC will recover slowly and Gox will again become the unreliable but oddly popular shitstain it was a few weeks ago.
