Title: PM restrictions for "newbies"

When someone of "newbie" status sends a private message to one who has disabled receipt from said class of sender, is the sender notified that his message will not be delivered?

No, you will not get any message for undelivered.

there is the default setting, that " member cant receive the msg from newbie"
 if someone eager to receive the message, then he should enable this option.

You can test by yourself, sen a PM to me and get your answer, my Personal Message setting is not allow newbie to send PM to me.
