You can read more about Copper Membership (not "cooper" ::)) by clicking here: https://bitcointalk.org/index.php?topic=2385104.0

Essentially, it's just a way for members (who are good actors) to be able to unlock features for a small fee. This doesn't mean that you cannot be banned simply because you paid for the membership; all the same rules to regular members still apply. Click the link above to learn all about it.

For the record, you being here since for less than 8 months isn't really "a long time", just sayin lol

Hello. I do not understand what you mean? Are you talking to these cooper accounts? Can you tell us more about why these accounts were in the forum during this time? And what does that have to do with the forum?  :-\

These copper members paid for a certain fee (btc) to have this custom fix title "Copper Membership".

Other answers for your question has been answered by joe with the link provided above.

Copper accounts just allow you to post images as a newbie, instead of waiting 1 month to upgrade to jr member. It can be useful if you offer services or run an ICO and want to use a graphical thread design.

They can't registered by their self, they said. ( we know this as an evil ip case). So they must pay a small amount of bitcoin first to enable posting feature.

Let me ask here. If they did that (paid small fee), will their account be a copper member too ?
If the value is equal (or more) to the price of a Cooper Member upgrade (0.00208333BTC), then yes. If it's lower, the price of the Cooper Member upgrade will be the normal price (0.00208333BTC) minus the amount he paid on his evil units.
