It may bring some awarness in the people of india because many govt official gonna participate in it. Coming to bitcoin regulation yes may be india gonna accept the use of bitcoin and adopt the blockchain technology.

Even though Bitcoin may have spawned the Blockchain; as a technology, Blockchain can function independently without any linkage to any Cryptocurrency.
The Niti Ayog fascination with Blockchain must be seen in this light. It merely opens the scope for Blockchain devops, not for any specific Cryptocurrency like Ethereum or Bitcoin. The IBM Hyperledger has shown how it is possible for Blockchains to function without any underlying Cryptocurrency asset, and this is the kind of setup the Indian Government may have in mind.
