This has nothing to do with crime, and everything to do with turning the country into one giant version of high school.

This really isn't any different from "No shirts, no shoes, no service" signs, except now businesses can call the police about it (although they likely could call the police for 'trespassing' in such a way before)

"No shirts, no shoes, no service" is actually part of the health code, not the sole preference of the property owner. Also, as you stated property owners already have the right to eject anyone they like from their property, for any reason.

Banks here have had such signs for a very long time and I'm seeing them more often on other business premises too.  While everyone understands that they're about your face being visible both to staff and to the CCTV cameras, I suspect that few businesses are going to activate their silent alarms (even if they have them) every time a customer enters without removing their head covering.  In most cases, the customer would be long gone by the time the police got there anyway.

There are these things called gangs.  Wearing your hat one way or the other might signify that you're in a gang, or it might mislead someone into thinking that.  This could lead to violence and/or property damage.  Banning hats will reduce some (thought certainly not all) of that violence at very little cost.

You must have some hardcore gangs around where you live if they are worried about signage.
