There is no doubt that there was a pre mine but was that not done so that the coin would have some value right off the bat? Also most coins were used for the promotion of CL. They claim transparency of their investors too. The infrastructure and purpose of CL seems serious. They were the first sha-3 coin as well. It was built with the intention of mainstream use not just for ‘sypherpunk’ culture. It is hard to get information since the devs usually do everything in Russian.
