You shouldn't need to rinse your risers if you don't get them soapy.

The dishwasher works well to clean motherboards and PCI-E slots.

Yeah, of course. Remove all non-integral components including the CMOS battery, give it a cycle or two, then dry thoroughly. (The oven around 100c works well.)
I've not personally put a motherboard in the dishwasher, but I've heard of it, as well as washing in the sink. I have a dead ASRock 970-series board here that a Corsair H70 leaked all over which I will give "the wash and bake treatment" to see if it will come back.

I've done the oven trick to dry out boards after LN2 overclocking at -190c.

Obviously you need to put the board in the dishwasher on it's own, not with your lasagna dish and cereal bowls.  You don't want a lump of beef or a Rice Krispie stuck in your PCI-E slots.

Be careful.  Put a fork in it and it's done.

Funny typo aside... If you want relatively fast shipping, it won't be cheap. You need to weigh if you need the risers FAST or cheap. I was able to fit about 20 USB PCI-E risers in a single padded flat rate EMS envelope for about $45, which is typically 3-5 days. An even faster method is Fedex Express which is 1-3 days, but then you are coming up in the range of $100.
