(unless you can get btc right away with internal withdrawals > deposits?)

And this will give you chance of arbitrage like you wanted. Why does it take 1-2 minutes? 1. User gives you code/transfers money 2. System automagically activates and checks code/transfer. 3. System generates/transfers money from exchange in question to them. Define "Small Fee" It could be 0.5% or 1% of the amount being transferred. I would say a 1% fee, but, a cap of around a dollar or two. So, if someone isn't transferring that much, they pay very little, but, if they're transferring a lot ($100 or more), it's capped and they're not paying insane fees.
