Depending on your home spot, you should get 1 or 2 proxies in different areas. Like an asia & north america based proxy if you are in europe. Cloudflare is a CDN. They will shut down only areas of their network when they see ddosing or something. So, you often can reach btc-e when accessing it over a US based internet proxy when europe is delayed.
