It is a platform for ICO pools conducting. An ICO pool gathers people who want to participate to the presales of ICOs to get bigger bonuses; it means that instead of 1 big investor, a group of small and middle investors collect their funds to join ICO pre-sales. Poolsar is an easy way to collect funds and distribute tokens to pool participants. My favorite function is refunding. Anyone can take it's ETH back before it sends to ICO just in a couple of clicks. It's great, isn't it?
