I accidentally set the rAwIntensity to 20, when I thought I was setting the Intensity to 20, on one of our 290 cards. Lets just say I was getting similar hashrates as you. However the results I am showing is the actual maximum hashrate from one of an old PC at my workplace. It has NVIDIA Quadro FX 570 with only 256 MB memory. Yes, it's a pretty old card.
The shown results are with cgminer.
