I found a number of people who made mistakes in their accounts, they were forbidden to post for 7 days.
After they are prohibited from posting, then they create their latest account to ask the operator what their mistakes are so they are prohibited from posting.
My question is, if they have created the latest account.
then they ask the operator to return their account after 7 days.
what about their latest account? is it deleted or can it still be used?

If the ban is temporary and gets lifted in 7 days or whatever the time is, the member can either keep using the newly created account or can abandon it.  It can't be deleted.

If the ban is permanent, the member isn't allowed to keep using the new account unless it's to appeal the ban in Meta.

I had questions too. If it is permanent banned, is the owner be able to log in his/her banned account or not?

As mentioned if it is temporary ban then you can use it or not.

What I read so far and my understanding so far is: you can log in but can not post anything. It's the same for a temp banned and permanent banned account.

Once the ban will be lifted then you can use it as a regular account and I am confident about it.

I think, those who use a new account will definitely have a lot of accounts, their latest accounts will of course be active when they already undergo a 7-day ban from the old account.

You don't have to use your account to post in the other section while your are in ban if that is temporary the restriction for posting is until the ban time and if that is permanent you are neer allowed to post here to anymore but you can still use your banned account for reading the posts.If you have multiple accounts you don't have to use any of your account as well.
