Right after the announcement of a new restriction for Jr member by theymos  here (https://bitcointalk.org/index.php?topic=5030366.0) , Turbo-S (https://bitcointalk.org/index.php?action=profile;u=1160692) send merit to his new alt account. Merit is given for shit post in Local offtopic thread I think all this account connected.

That don't really explain a lot. You must include solid links/proofs of the case registered. From the given information, I can't figure out if the accounts are really connected to each other or it's just a rough assumption. I don't see a solid case to get them tagged.

There has been a problem ever since theymos made the change for Newbies, higher ranking members have been sending a single merit to Newbie accounts in order to allow them to rank-up without earning it. Each of these users have only ever received merit from the suspected Alt, The sender has not sent any merit besides these couple merits and all of the posts that have been merited are now deleted.

It is definitely suspicious, especially when some of these accounts do not have a single post that is visible to the public.
I don't know if they're alts, but I'd be pretty willing to bet that this is abuse.

So after news that for junior member now require 1 merit, some person(Turbo-S (https://bitcointalk.org/index.php?action=profile;u=1160692)) within 2 minutes send 1 merit to 3 newbie accounts ( 2 of them with 3 posts only in the local offtopic tread with the useless post) in order to secure junior member for them in future. If this account not connected why would a person do it? Why just right after the announcement of new rules? There are two way or all this account owned by 1 person or  Turbo-S (https://bitcointalk.org/index.php?action=profile;u=1160692) just a merit seller.

The truth is that I see that the Turbo-S account is abusing by giving merit to 3 messages without deserving it. I could also think that he intends to help these members due to the new rules to climb the rating. However, these accounts have little activity since their registration in the forums and they have not had activity on the Altcoins board. I do not know how to point out an irregularity like the one that is posted here.

Coincidentally before your post, I had found a Post about an account that has been tagged (https://bitcointalk.org/index.php?topic=5031888.msg45164628;boardseen#new) for abusing by giving merits to accounts without deserving them.

  I believe that trading of merits on local boards has place to be. Those people simply can write each other on social networks and to ask for merit exchange like compatriots. It's logical in my mind, but they could chose some better quality posts meriting to be not so seen  :D
