It's more or less what theymos predicted:
Merit sales, transfers to aliases, back-and-forth trading, etc. are not much of an issue. All illegitimate merit will decay, and will account for a tiny and very expensive fraction of the total merit economy. It's basically a rounding error; fight it where convenient, but waste no sleep over it.

Add the fact that it's very likely the accounts don't even exist after "buying" them, and I don't expect account sales to cause that much spam anymore.

Is there any IP ban here on bitcointalk ? I think it should use it to that account.

Banned IPs can pay to remove their units of EVIL so it doesn't solve anything.
See this post about the units of evil: https://bitcointalk.org/index.php?topic=711968.msg8044683#msg8044683

The only way I see that people does is to link as much as alt accounts so they can punish the farmer.

IP ban is nothing, in most cases you need just to reset the router if you have a dynamic IP connection.

Or they might use VPN since it can change the IP address of the one who's using it, so it's totally useless.

I don't know why you are talking about IP ban. Unfortunately, sales of merit isn't forbidden and merit sellers wont be banned.
And this time red tag aren't going to help to punish seller. He used throwaway account and as we can see he don't care about it. He just got morre attention.
