Yes, yes, your "friend" was originally banned for 7 days, but you said it's been longer than 7 days.  I found where your "friend" had been guilty of plagiarism, and for that the ban will become permanent.  Plagiarism equals permanent ban, no second chances, no warning, no recourse.  Your "friend" is done here.
