so what will happen if i moved into another house and new IP address and open my bitcointalk account , am i getting chance to be ban or what will happen , need help guys thanks :D

No. You will never get banned only because of your IP.

And you obviously can login with your account in other places.

There are no rules to use proxies or use any IP, but if you use a well-known IP or VPN with IP banned and you are planning to make a new account here on the forum you can't use the account.

As the other shave said, you won't get banned and it is generally expected one would use more than one IP.
For example, you might use a vpn/tor to get around being tracked on the internet, you might also use mobile data and home wifi in order to post on the forum... Both of these need to be accounted for so why would moving house change anything?
