If there is no plurality and the voting ends as a tie, each organization will receive an equal share of the proceeds from this raffle, depending upon it being a 2-way or 3-way tie. This is only valid if the raffle fills up, of course, because otherwise I would be refunding the tickets.

You are certainly not the only one. That's been made evident, whenever there is "high-end" raffles there's only really a couple of consistent participants.
