When you do this kind of transactions, you could use the banks or the authorities to secure the change.. but also if you don't want to do it, in Dubai, i couls say it is 99% safe. In Dubai there aren't criminals, and 1 million EUR there are pennies.

Buy Bitcoin in any Exchange you like if you have legal currency.
Some buy Bitcoins from local Bitcoin dealers to avoid tax in their respective country or to store illegal money anonymously.
You can also search for Local Bitcoin Miners who generally offer Bitcoin in low price than buying from Exchange.

Are you shitting/kidding me, is Dubai an utopia world were everyone abides by laws and no criminal activity goes on in there..Probably in Dubai one could keep a million box beside the road, travel for a week and come pick it up later  ;D

One million euro is a big amount of money, you can do a research because i think that in in the UAE there are exchanges have a government license that you can use to find Bitcoin sellers.

This is really a big money. If you want to use it to go buy bitcoin and use it in cash to swap to buy bitcoin. I think it's not safe and you can be fooled.  so , think you should transfer 1 million EUR into the big and reputable trading floor and start buying the amount of bitcoin you need.

But that's too risky, bringing that much money and it might be something wrong when sending the bitcoin.
Better you go to the exchange like binance and store fiat and buy btc
