So, you have your backup seed?

Just select “I already have a seed” when creating a new “Standard wallet” and use your seed to restore it.

Which version of Electrum and where did you download it from? Here (https://download.electrum.org/) you can find older versions of Electrum (don't forget to uninstall the one you currently have installed if you decide to try out other versions). Users seem to encounter this issue on Windows 7 and Windows 8.1. The dialog box from the image you uploaded suggests that you use Windows 8.1. Make sure that your OS is up-to-date.

That should be your last resort. I have just found instructions which helped some other user.

1. I changed the permissions of my temp folder. Here is the step-by-step guide: https://superuser.com/questions/668820/google-drive-error-python27-dll (https://superuser.com/questions/668820/google-drive-error-python27-dll)
2. I copied python35.dll and python3.dll in system32 and  sysWOW64 folder. I gotta thank this user: https://productforums.google.com/forum/#!topic/drive/qcHYkqeikLE (https://productforums.google.com/forum/#!topic/drive/qcHYkqeikLE)
3. I installed the latest windows updates and rebooted.
4. Once reboteed, finally I can run both ELectrum and ElectonCash.

If this still doesn't work then try downloading the older version of Electrum just as I told you in my previous post (assuming that you have the latest one).

I'd always recommend to use the most up-to-date software (this includes the OS and the wallet).

If possible, always choose windows 10 over windows 7 or 8.

And you should also refrain from using older electrum versions. especially versions < 3.0.4 since they have a severe vulnerability which allows an malicious actor to steal all of your funds.
