Title: What makes an ICO-friendly environment?

"As the AMF reported, France has accounted for a small share of the market, with 89 million euros ($100 million) raised in 15 ICO projects, while most of ICOs were carried out in the U.S. According to the study, French ICOs amounted to 1.6 percent of global equity financing in 2017."

What do you attribute this to? A capitalist culture? Less taxes?

I think the most ICO friendly environment will create the most economic progress, as it appears to be turning into the preferred form of funding for companies' evolutions across industries.

The ICOs market depends on the crypto currencies market. You can see the direct correlation between them on the charts. So if the market is going down, nobody invests in ICOs, but during the green market, almost every ICO is collecting its hard cap.

In my opinion, nothing of all that you said.  It seems to me that only the market is able to create a fertile ground for ICO!

As far as i know, EIDOO is an ico that based on france. It should be included on that list. There was no a lot of strict regulation will create an ico friendly environment.
Malta has been doing it and then a lot of icos are moving their business to the malta to get less on its limitation to create a product based on crypto.

now there are a lot of things going on ico that are scam because there are some countries that do not make specific sanctions for the creators, hopefully in my country it does not happen that way.
