Because this coin is based on POS, not POW. So you basically you get the reward based on the number of coins you are staking not based on the amount of work you put in ( which is require mining) and mining requires energy(electricity). And that is what the statement "this is a more energy efficient approach" means. Good question The POS - proof of stake algorithm only uses pc power and not the larger machines like Asic miners and D3 .
