Now he has 1 full member 4 member accounts.

Lets look closely to registered and last online dates:

Yes, definitely merit abuse, all of them only sending to 2 people, they should probably be tagged but I don't know if you get tagged for merit abuse usually.

Theymos said not to worry too much about merit abuse. This is a small group posting on boards I can't read, so I can't judge whether or not the Merit was deserved (probably not though).
They don't have paid signatures (yet), if they start spamming in English, report the posts (or check for plagiarism and get them banned).

I think thousands of users are abusing Merit, but in the end, it's only a small amount and at some point abusers will run out of sMerit. Meanwhile, the Merit requirements have stopped tens of thousands of spammers from ranking up, and reduced the spam (https://bitcointalk.org/index.php?topic=5032314.0) on the forum.
It's certainly not something I'll tag people for, but if you really feel like it, you can of course post new feedback by yourself.

Your guess seems to be true because all of these accounts speak the same language and most of them are in the local boards. I do not speak Turkish but it does not look like that user is copying/pasting "plagiarism."
The idea of these accounts is that there is a master account that makes good quality posts and then uses those sMerits to create more accounts and thus the spam "wish to get negative trust."
I gave one of these accounts a merit because of the quality of the translation so I think there are several people running this account or that the owner of this account makes a lot of effort in posts.

This could happend a lot. How do we can really trust someone here? I mean, one perosn have 6 accounts is a very high risk for regular users.

Not say to airdrops or campains, escrow services or other things?

Does the administrator check this regulary somehow?

I personally know those users, I appreciate their thoughts... There is no illegal situation or merit trade. These aren't my multi accounts, So even if you pay multi account opening transactions in the forum is an official event after paying the BTC... So if I want; I can open a multi account. After I pay the money to the forum management, No one can't say a word to me on this platform! I haven't done anything like this until now, but I'm going to do it. Ok, Dear Leteravian, if we need some more proofs, here we go.

Lets look closely to post histories of accounts. Same dates, same hours etc.
All accounts were offline 6 november - 20 november 2017
20 november 2017 - 17 july 2018 they were offline for 6 months and all come back on 17th july 2018 (in 20 minutes)
