If  guessing by the rule an new account can be created to appeal for a account that has been banned or locked. But from the look of this account it was created July last year and it's even a copper member. But suspiciously this is the first activity

I was told that some/all Global mods can unlock accounts, so its not necessarily required for an admin to unlock, unless stated/proven otherwise. Goodluck though. 

The email address was changed recently,so it made a doubt in my mind that the real owner of that account locked the account when someone hacked his account.

BTW you already verified the message from old address so wait for the reply from the one who can unlock your account but there are huge number of people in the queue before your account to get their account back even after proving the ownership.

Depends, if we have a change of password before that message... I think mods or global mods can check if OP account has a password's change before posting that address.

The password is not changed & won't change in near future. As my password is very strong! It's not hacked, It's locked! I made a silly mistake while changing the email!

While on this topic, would it not be better to have a specific board, like Appeal and Inquiries where affected accounts would be limited to posting. This would stop the opening of new accounts everytime someone needs to make an appeal and reduce inactive accounts.

It could be designed that posts made there would not add to post count or activity.
I believe it would be more effective than appeal email, which seems not to be inactive.
And it would also free up the Meta board.

I think it is already in the list of Community generated suggestions to improve the forum (https://bitcointalk.org/index.php?topic=4893744.0) but still our admin is not interested on it,maybe he will add these feature in new forum software which is under construction for very long time.

Didn't know things related to account recovery or unlocking accounts take so much time. Very challenging but I wish I've the power to recover these accounts would take 24hr only!

Provided there are no red flags indicating the OP might not be the owner of his account, I would recommend processing his request.

I sent them a signed message with an email address as well. (theymos,cyrus,hilariousandco) Though I think email is not required since it's just locked, not hacked. I see global moderator hilariousandco can unlock accounts!

I hope you get your account back, as a general rule, mine and lots of other experiences, if your address isn't "staked", no admin is gonna do shit.

I posted/pm(Theymos,Cryrus,hilariousandco) a signed message from an address which was posted around 2 years ago. There is always a hope  8)

Try resetting the password of the account, it'll give you an account recovery email, try sending a mail to that and pray to all the gods in existence..

they're responding first few days then they went dark.

Because the queue line is too long, I guess. There are a lot of users waiting for recovering their accounts for a long time. I believe most of them have followed the instruction and the queue becomes too long. Just be patient and everything will be ok.

This would be possible OP just send and email to which theymos has provided in this section for recovering hack or locked accounts. However, you need to consider some time because there are a lot of queries about recovering accounts nowadays so it take some time depending on their effort to solve or recover hacked and locked accounts. There are many considerations also before they will unlocked your account so probably you will have 50/50 percent of chance that accounts will be recover.
