Has anyone got any experience with the exchange platform Bitinka? A project of my interest wants to list there, but it's not among the biggest exchanges and looks like it's mainly directed for South American market.

I haven’t personally used this exchange, but this link has a decent preliminary analysis of it:  BitInka Review - is it scam or safe? (https://www.forexbrokerz.com/brokers/bitinka-review). It’s an exchange that is originated in Peru, and is rather popular in Latin-American.

Specifically, the site claims to operate in a limited set of countries: Argentina, Bolivia, BraZil, Chile, China, Colombia, Spain, Italia, Panamá, Peru and Portugal, to that may be a clear cut limitation to your interests.

Looking at the trade volume[1]. It seems like a very successful exchange but after doing some research it seems like they're having multiple issues[2][3][4] when it comes to withdrawal.

I suggest looking somewhere else and maybe target exchanges that are available worldwide such as Binance, Bittrex, HitBtc etc. You don't want to get listed in a low-quality exchange, that would affect the reputation of your project/coin.

It does not mention who the owners of the exchange are and exactly where they are located.

My advice, never use exchange that you do not know who the owner is and where the exchange is located

Your account was created Yesterday so why now? I don't mean to be rude but If you were interested in improving your services and giving the best experience for your users, you wouldn't let that much scam accusations raise in the first place. If you check the links I gave above, you'll see that some are still not solved. It looks like an attempt to fix your image for potential new users.

Bitinka is scam. I made withdrawal of 2.52 ETH on 11 Feb, waited 72 hours as was advised by FAQ and submitted ticket on 14 Feb. Later my account was blocked, I can not login. I emailed to support but do have any answer what happened to my account and withdrawal request. I only have some autoanswer in Spanish "

User 'BitInka_User' has not chosen to allow messages from newbies. You should post in their relevant thread to remind them to enable this setting.
How I can provide you my email in your platform? 3 weeks no solution, I had only 1 answer from support that they are reviewing my operations. Since then no any response, no information about my account and withdrawal for 3 weeks!

I gave you merit, you're a junior member now. BitInka_User was last online three days ago so you might have better response If you try and private message him again.

This exchange can easily process your deposits, but have a lot of problems with your withdraws.

I initiated withdraw at May 30 2019 and failed.

So I created 2 tickets to support team:
  In first ticket they told "Due to the high demand of user's transactions, some of these have been delayed."
  In second one 12 days later they told: "that the technical area has presented inconvenience in the system nodes, the reason why your withdrawal has not been processed."

No one gives any time estimation. Teither in support nor social media.
Their answers look like formal polite writings with no real effort to solve the problem.
So still can't make any withdraw from this exchange.

So, I can't imagine working exchange with not working withdraws.

Did you get your withdrawal already? I'm waiting for my 12.5 ETH for 6 weeks now. Have a blocked account and they aren't responding on private messages via the social channels as they request me to do. Great.

Hi, this is a fraud exchange, they cheated me on 4 BTC

BITINKA- fake exchange. Bots work, and user orders do not work. The withdrawal of funds does not work, appealed to support many times, the withdrawal hangs on hold. Bitinka is a loss of funds.
