Go through each of the thread there and look for that platform which is allowing a new ICO to be listed for free. Wait, you're launching an ICO and you don't have budget just for the listing? It's mostly the decentralized exchange that accept free listing but don't expect them to list every submission you make. 1. I dont know any platform which does the later for free, there is a lot of work involved to manage an ICO!

It's not so easy to get an exchange to list your coin for free, at least your coin must show promise and ability to thrive,moreso in this bearish market.. I think it costs below $5. Other platforms like NEO or EOS are more expensive.
