Probably because he's not from the US and they don't export their products out of the US. That's what I was thinking, but if that is indeed the case the OP is asking an American to break the law. It's not like the manufacturers of NV optics just came up with some arbitrary policy to not ship their wares overseas. Shipping one of those optics overseas without an ITAR license is a violation of the International Traffic in Arms Regulations (https://www.pmddtc.state.gov/?id=ddtc_kb_article_page&sys_id=24d528fddbfc930044f9ff621f961987). For instance, I would provide this service for you for +10% .. First you send me the BTC @ 150% expected. Then I sell the BTC on coinbase. Then I order your goggles after the fiat hits my bank and have them shipped to you. Then I would refund you any overages (minus the +10%) in BTC after I put it back into BTC. If I get fucked in any step of this process then you wait and eat the cost. Sound reasonable?
