Since a copper member has become wide demand from the bitcointalk users, then it could face or there could be some bugs like this that one will going to encounter. Anyway, that can be fix so no need to worry that and you are in the right  place to discuss this problem. You should also post like this in the meta so that admins could make a reply and so that they can address the problem.

Members are discouraged from sending personal messages to other forum members who they do not personally know or regularly interact with.

Copper membership allows you to wear member styled signatures and also limits posting limitation.
I do not know the rules on sending PM.

Note that some members also out restrictions on certain ranks from sending them personal messages.

Now that you have a Copper Membership, your current activity (7) should entitle you to send up to 40 PMs per hour and 120 per day (see New PM limits (https://bitcointalk.org/index.php?topic=2536728.msg25872334#msg25872334)).
If you are not in a rush, I would wait until tomorrow to see if there is a delay in some features kicking in, and if the issue persists, post the problem on Meta where forum related problems are dealt with. I you are in a rush, skip the wait and just post the issue on Meta.

Wow - can we have an option to block messages from copper members?

Probably the user you're trying to send a personal message to doesn't allow pm's from newbies,or you're probably just going too fast.
This should not be much of a problem,try sending the private message a bit later,and give a little time between every message you send

I was rather surprised a couple of months ago or so when I received a PM from a Newbie Copper Member. I’ve got Newbie PMs blocked, but apparently Copper Membership bypasses this flag. When I asked about it, it seems like a feature that would be revised if it became overly exploited. To be frank, I’ve only received on PM of the kind from a Copper Member Newbie, so, so far, not a big deal in my case (yet).

My best guess is that OP might forget to wear the membership when he might trying to PM.
Now there is no update by OP here and I see OP is wearing the membership, I guess everything might be settled.

I don't know the number of PMs is limited, but I usually don't use this feature. Is it because the account is too new, so there is this restriction.

AFAIK, buying copper membership will allow newbies to bypass their limitations, and act as a Member. One of them includes sending PM. You can read more about this on copper membership details.


Unless there is enough case of abuse by a copper member I doubt theymos will apply it.

With it, you can: post images, do an action every 90 seconds (login, post, report, etc...) and have a Member-like signature.
