As far as I know soft cap means minimum amount of funds raised for project to start. If soft cap is not reached, investors (can) receive their money back. But you say that the project will continue anyway, even if soft cap is not reached. What is the purpose of soft cap then?
Anyway, idea is interesting, in my opinion the important part of Rowan Coin is free distribution to environmentally conscious people as reward, and not so much the fundraising part, so I don't understand why you need minimum $500,000.

Hello,  I would like to address the concerns you have with the team we have working on the Rowan Coin ICO. 

The team members pointed out are employees of an outsource blockchain web and development company called Quest Global Technologies. (https://questglt.com)

We have found them to be excellent and very professional, and we are very pleased with the work they have provided for us so far.

You can find their review on the Goodfirms.co website (https://www.goodfirms.co/companies/view/8544/quest-global-technologies).

Unfortunately in the past there have been many fraudulent companies in the crypto space.

We have no control over who Quest has had as clients in the past, just as they have on control over clients who’s businesses either fail or exit scam.

I would suggest anyone who has fallen victim to any of the scams mentioned approach Quest with relevant authorities for links to the owners of such business.

Hello that’s a good question! If we do not meet our softcap then funds are returned to investors and we will seek seed investment from other sources.  We will not be able to proceed with our project at the same speed but it will go ahead none the less.  If investors wish they can keep their RWN tokens in order to remain invested, or they get their funds back.

which before went live and it's said that the first round they raised 249k$.
After that, they just left and no process until now
