The only difference between ICO and STO is the legal standing and legal requirements I think, so I don't think it will be so difference with creating ICO. But for the best, you better contact a professional consultant, or maybe get an STO/ICO expert in your team/company.

This is an extremely complex issue that requires a very professional understanding to answer you. And STO involves the law, and the laws of every country are inconsistent, so perhaps no one can help you.

It likes the normal tokens and blockchains. STO is just an Offering but having the strictly legal connection between tokens and real assets. Therefore, you can deploy blockchain and token as norm.
