These have previous been used to scam people. There was case all over reddit about a year ago of a user who bought a device from a third party which had been pre-initialized, and all their coins were stolen: https://www.ledger.fr/2018/01/12/scam-second-hand-ledger-device/
If you do receive a hardware wallet from a third party, there are steps you should take to ensure it is a genuine device and has not been tampered with: https://support.ledger.com/hc/en-us/articles/360002481534-Check-if-device-is-genuine Always make sure to update to the latest firmware, initialize the device yourself, and write down your own 24 word seed. We can also give the winner the amount that the ledger cost in bitcoin/usd so the winner can order it them self.
