They just launched recently and from what I've read they don't require listing fees, but they will only list "good coins" according to their standard. Banzai is the one who own that exchange, he's not really active all the time but you can contact him if you wanted to (@BanzaiBTC).

For dex that accepts altcoins, there's bisq but there's a set of requirements and you're still subjected for a review, you should find that info on their site.
I agree with omegastar tho, a solid userbase base is vital especially when there is no fee involved, it'll be an enough proof to the exchange that there's already a demand for this asset.
