Every user can be rated if he's trust user or if you should not trade. Everyone can leave a feedback, but only feedback of trusted users (DefaultTrust Members) will affect generel trust score on your profile. You can still view complete feedback if you go to your profile to Trust / untrusted feedback. How trust score is calculated and how someone can get on DT you can read if you look at Trust ANN.
